Please be aware that some of the summer and fall blooming flowers are those that survived the winter, and in many cases have bloomed all winter long. The only long stretch of sub-freezing weather in Portland was accompanied by as much as 10 inches of snow, so evidently many flowering perrenials survived the winter and are still blooming now!
