Hemizonella minima
Synonyms: Hemizonia minima, Madia minima
The photo above shows small-head tarweed as seen between Pendleton,OR and Meacham, OR along the old highway........June 25, 2008. This plant seems to be taller and exists as a single stem which might indicate it is really small tarweed (Madia exigua). Note in the photos that the lower leaves are opposite while some of the upper ones may be alternate.
