Colorado Rush: Juncus confusus (Synonym: Juncus exilis)

What appears to be Colorado rush (in bud) as seen in meadows to the west of Big Creek Campground in the Logan Valley, Malheur National Forest............July 1, 2010. I've identified this as Colorado rush because the inflorescence is clustered together. If this isn't Juncus confusus, it might be Juncus filiformis which is similar but with the branches of the inflorescence more spread out?
