Unknown Butterfly #4

This unidentified butterfly (possibly a thicket hairstreak) was photographed in the transition zone between big sage/bitterbrush community and Juniper/Mt. Mahogany shrub-scrub community. It is on an Allium species or wild onion. It was photographed in icy, high winds near Picture Rock Pass, several miles northeast of Summer Lake, OR.....May 26, 1996. I am wondering if it is a Nelson's Hairstreak? Can anyone help me out?
